Young men in the U.S. will no longer have to register for the Selective Service once a new system takes effect.
By December 2026, the federal government plans to automatically register eligible men, shifting that responsibility from individuals to the Selective Service System, according to its website. The shift to automatic registration was approved by Congress in the fiscal year 2026 National Defense Authorization Act, which was signed into law by President Donald Trump in December 2025.
That does not mean a military draft is starting. The U.S. still operates an all-volunteer military, and Selective Service says there is “no conscription at this time.”
What is changing is how the system works. Instead of requiring most men to sign up within 30 days of turning 18, the government will now handle registration automatically using federal data sources.
Under current law, the requirement generally applies to male U.S. citizens and many male immigrants ages 18 to 25. Failure to register is still a felony punishable by up to a $250,000 fine and up to five years in prison, according to the Selective Service System, though prosecutions are rare. The agency also says failing to register can affect access to federal employment and other benefits tied to registration.
Black representation in the armed forces remains significant, with Army data showing Black soldiers make up about 20.3% of the active component.
At the same time, Black male enrollment in higher education has been declining. A Postsecondary National Policy Institute fact sheet shows Black men made up 4.4% of all postsecondary enrollment in fall 2021, while overall enrollment among Black men dropped 24.3% between 2010 and 2022. Separate research highlighted by Georgetown shows Black men made up just 26% of HBCU students in 2022, down from 38% in 1976.
The bottom line: by December 2026, eligible young men will be added to the Selective Service rolls automatically. There is no active draft, and Congress would still have to authorize one before anyone could be inducted.
But for millions of young men — including Black men already navigating shifting access to education and opportunity — the government is about to make registration automatic whether they sign up themselves or not.
